Minutes
Ell< River Library Board Meeting
November ~ 2004
;;3

[D)[PJ~~1

Leslie called the meeting to order at 6:30 p.m.

Mick, Ann, Mike, Leslie, Allison and John Dietz were in attendance.

Guests present were Bescye Burnett and Joan Allen of GRRL.

The representatives from GRRL made a presentation to the Board on writing a case statement
for advocacy on behalf of the library. Direction was provided on how to best write a case
statement and what the necessary elements are, especially adding a photo for impact. The
Board was advised to write to their audience. Mick suggests that we write a case statement for
the County Cornmissioners, but meet with the Commissioners representative in Elk River
fIrst, then ask to meet with the entire group. The Board was advised that March would be the
best time for a presentation to the Commissioners.

It was moved and seconded to accept the October minutes. It was moved and seconded to
accept the Treasurer's Report.

Mick made the Librarian's Report. The website infotmation for the library is being placed on
Channel 12 public access television. In January thete will be a lobby window display about
using the IF AC system. Karen has ordered the chairs from Furniture and Things. A bill is
being sent to the city for payment and then the order can go forward.

There was no old business.

There will be no meeting in December.

Session on Advocacy
Some elements which can go into the letter and ptesentation to the Commissioners include:

.

The library is the last free educational opportunity.
Kids programs are full and there is a waiting list (even people from Rogers come for
story time).
The library offers something free for all ages, all economic backgrounds.

.

.

Each member of the board will review the advocacy materials presented by the GRRL
representatives and prepare suggestions to build on the letter we already sent to the County
Commissioners early this year. We will include statements from the Friends of the Library and
of other library systems operating without a Board. We will also invite them to attend the
presentation to the Commissioners. We will include the "stories" received at their branches.
Leslie will contact Becker and Big Lake libraries. Joan will work on getting a suitable photo
for the case statement. Leslie will contact the County Adininistrator and request to be placed
on the March agenda. Leslie will invite Arne Engstrom and Rachel Leonard to the February
meeting of this Boatd. We will also send our case statement to the Legislature and try to
participate in the legislative day in February.

The meeting was adjourned at 7:45 p.m.
