<br />City Council / CU 04-34 <br />December 20, 2004 <br />Page 3 <br /> <br />Parkin~ and Circulation <br /> <br />The parking area is being proposed on the west side of the proposed arena/barn, with direct <br />access off of the driveway. Staff recommends that space be provided for 12 vehicles. <br /> <br />Riders will not be providing their own horses, so parking for horse trailers is not needed. <br />The applicant has four horse trailers and three will be stored in the existing pole building <br />while the fourth will be stored outside, adjacent to the pole building, on a Class- V surface. <br /> <br />Environmental Concerns <br /> <br />Due to the proximity to two county ditches (which flow to Lake Orono), and the need for <br />fenced pasture land for the horses, staff recommends that manure only be stockpiled outside <br />on site for no more than 7 days and then be hauled off-site for disposal Further <br />environmental concerns are addressed in the Environmental Technicians memo. <br /> <br />Standards for Issuance of a Conditional Use Permit <br /> <br />The issuance of a Conditional Use Permit can be ordered only if the use at the proposed <br />location: <br /> <br />,. Will not endanger, injure or detrimental!J affect the use and enjoyment of other property in the <br />immediate viciniry or the public health, saftry, morals, comftrt, convenience or general welfare of the <br />neighborhood or the ciry, <br />2. Will be consistent with the comprehensive plan. <br />3. Wi/I not impede the normal and order!J development and improvement of surrounding vacant <br />property. <br />4, Will be served adequate!J by and will not adverse!J affect essential public facilities and services <br />including streets, police and fire protection, drainage, refuse disposal, water and sewer systems, parks <br />and ,,'hools; and will not, in particular, create traffic congestion or interftrence with traffic on <br />adjacent and neighboring public thoroughfares. <br />5. Wi/I not involve uses, activities, processes, materials, equipment and conditions of operation that will <br />be detnmental to a'!Y persons or propertY because of excessive trqffic, noise, smoke, fumes, glare, <br />odors, dust or vibrations. <br />6. Will not result in the destruction, loss or damage of a natural, scenic or historic feature of major <br />importance. <br />7.
