(At the July
4th event, there was at least one very public incident that, to many, showed the need for a
second ambulance in the city.) Mr. Dittbenner indicated d,at the Ambulance Board will be
approving a plan of action to address service needs in the Elk River area and that this plan
will be activated by spring uf 2005. It \1laS noted that in addition to various scenarios for
adding a second ambulance, that one of the other options is to take no action regarding
adding a second ambulance. Steve reviewed three scenarios for adding a second truck as
oudined in his August 3, 2004 memo with the City Council. It was noted that initially the
second ambulance is proposed to be located at the fire station at Jackson Avenue. The
statistics in the August 3, 2004 memo were reviewed by Steve as it relates to the number of
times when a second ambulance was needed and the cost/benefit of having a second
ambulance. Staff concerns regarding a second a....nbulance were reviewed and the distinction
between BLS and ilLS was outlined.

It was noted that a follow-up report will be provided to the City Council in late November
or earl)' December 2004.
