City of <br />Elk — <br />River <br />Request for Action <br />To <br />Item Number <br />Mayor and City Council <br />8.3 <br />Agenda Section <br />Meeting Date <br />Prepared by <br />General BusinessJuly <br />18, 2016 <br />Ron Nierenhausen, Chief of Police <br />Item Description <br />Reviewed by <br />City of Elk River Towing Agreement <br />Cal Portner, City Administrator <br />Reviewed by <br />Action Requested <br />Approve, by motion, a Towing Agreement between the City of Elk River and Collins Brothers Towing. <br />Background/Discussion <br />On June 22, 2016, the city released a Request for Proposals for towing, impounding, and storage of <br />motor vehicles. <br />The proposal due date was July 1, 2016, and the city received two proposals; Collins Brothers Towing, <br />and Bob's Towing and Recovery of Elk River. <br />Per the RFP, each proposing company was scored based on 12 categories. The results are as follows: <br />■ Collins Brothers Towing - 65 points <br />Bob's Towing and Recovery - 15 points <br />The performance standards ranged from charges for towing passenger vehicles including cars, light trucks <br />(3/4 ton or less), vans, utility vehicles, four-wheel drive vehicles, motorcycles and recreational vehicles (to <br />include ATVs, snowmobiles, and mini bikes) to administrative fees.
