Conditional Use Permit for Changeable Copy Signs <br /> <br /> Mr. Carlton presented the staff report. <br /> <br />Mayor Dietz opened the public hearing. <br /> <br />Keith Franklin, owner Franklin Outdoor Advertising – requested the Council <br />approve the request as presented as he has been working on this project for two <br />years. He indicated staff did not identify the need to acquire additional right-of-way <br />until after the request was approved by the Planning Commission. He added he sent <br />the information to his attorney for review but the attorney has not had time to <br />review with the short turnaround. <br /> <br />Steve Anderson, representing Franklin Outdoor Advertising – understands the need <br />for additional right-of-way but wasn’t prepared for it and hasn’t had time to research <br />the request. He stated they just want to move the billboard and meet requirements of <br />zoning district. He asked the Council to approve the request with conditions as <br />outlined until they have time to research the right-of-way dedication. <br /> <br />There being no one else to speak to this issue, Mayor Dietz closed the public <br />hearing. <br /> <br />The Council expressed concern with approving this item without the additional <br />right-of-way and felt more comfortable with this item coming back after the <br />applicant has time to research the right-of-way request. The applicant agreed to <br />continuing this item for 30 days. <br /> <br />Mr. Anderson questioned if the Stormwater Management Fee could be waived as the <br />lot includes its own stormwater management pond. Mr. Carlton stated staff does not <br />have authority to waive fees associated with platting. <br /> <br />Moved by Councilmember Wagner and seconded by Councilmember Olsen <br />to continue this item to the July 18, 2016, City Council meeting.
