03 1 VISION + PUBLIC INPUT <br />The 2015 City of Elk River Parks and Recreation Master Plan sets forth a <br />vision for Woodland Trails Park to be a signature park in Elk River. The vision <br />for the park is further articulated below: <br />Woodland Trails Park and the Great Northern Trail will serve <br />the four -season recreational needs of the residents of Elk River <br />and the surrounding region. High quality paved trails, natural <br />surface trails, a nature center, nature play, and picnic facilities <br />will provide park and trail users with a variety of natural <br />resource based recreation and educational opportunities. <br />Priority and emphasis will be placed on preserving, restoring, <br />and interpreting the high quality natural resources and <br />biodiversity located on the site. <br />As part of the city-wide master planning process, a statistically valid survey <br />of residents was conducted. Part of the results of that survey indicated <br />strong support for trails: <br />Residents are satisfied with trails, and trails were identified as the <br />highest priorities for the future. <br />Trail improvements/additions had the highest level of support of any <br />improvement with 58% of respondents answering "Great Support" <br />DEMOGRAPHIC INFORMATION INFLUENCING <br />DEMAND <br />From 1990 to 2010 the population of Elk River doubled from 11,143 to <br />22,974. The community is growing rapidly, and the city anticipates adding <br />nearly 13,000 more people by 2035. This places additional demands on the <br />parks and recreation system in the city. Woodland Trails Park and the Great <br />Northern Trail provide a large area of natural resource based recreation to <br />serve these future citizens. <br />DRAFT JULY 7, 2016 <br />
