2. Analysis of Existing Conditions <br />a. Transportation Network Characteristics <br />The primary study corridor is Line Avenue Northwest, an approximate 1/2 - <br />mile corridor connecting Main Street to Twin Lakes Road. Also known as Elk <br />River Municipal State Aid Street (MSAS) 136 (from Main Street to 5th Street), <br />Line Avenue is a two-lane, undivided road with a 30 mph speed limit. This <br />road was previously considered a Collector road, but has been updated to a <br />local road with a focus on access as opposed to mobility. South of the Main <br />Street intersection, Line Avenue becomes Zane Street. East of the Twin <br />Lakes Road intersection, Line Avenue becomes 185th Avenue. <br />The appeal of Line Avenue for motorists is as a "short-cut" from Main Street <br />to Twin Lakes Road and vice versa. The Line Avenue route is approximately <br />1/2 -mile compared to about 1 mile if staying on Main Street and Twin Lakes <br />Road. Figure 1 in the Appendix shows the location of this study corridor. <br />Twin Lakes Road Northwest is also known as Sherburne County State Aid <br />Highway (CSAH) 13 north of 181St Avenue and as MSAS 133 south of 181St <br />Avenue. The CSAH 13 section is a Minor Arterial and the MSAS 133 section <br />is a Collector roadway. North of the intersection with Line Avenue, Twin <br />Lakes Road transitions from a two-lane facility to a divided four -lane facility. <br />This four -lane section continues south through the intersection with 181st <br />Avenue. Turn lanes are provided at intersections in the study section. The <br />posted speed limit is 40 mph in this area. <br />Main Street Northwest transitions to 181St Avenue to the east of the <br />intersection with Line Avenue. Both Main Street and 181St Avenue are also <br />known as CSAH 12. A Minor Arterial, the corridor provides a four -lane divided <br />section in the study area. Turn lanes are provided at the intersections and the <br />posted speed limit is 35 mph from the Line Avenue intersection to the west <br />and 40 mph from the Line Avenue intersection to the east. <br />Dodge Avenue Northwest, also known as MSAS 118, provides for a three - <br />lane undivided facility. The three lanes are divided into two southbound lanes <br />and one northbound lane. The speed limit is 30 mph. <br />5th Street is also MSAS 117 and connects Highway 169 to Line Avenue in this <br />area. This local roadway is a two lane, undivided road with a 30 mph speed <br />limit. <br />3rd Street Northwest is a local, two lane undivided road with 30 mph speed <br />limit. East of Line Avenue, 3rd Street is known as 183rd Circle. <br />Existing traffic control and travel lanes for the study intersections is shown in <br />Figure 2 in the Appendix. <br />Traffic Operations Study 2 Line Avenue in Elk River <br />
