<br />Downtown Revitalization Project <br />Planning and Project History <br />Page 7 of9 <br /> <br />HRA approves city staff and MettoPlains to submit a Multifamily and Housing Tax <br />Credit application to the MN Housing Finance Agency. HRA recommends that the <br />City Council provide support of the MHF A application and favorable consideration <br />to a Letter of Understanding to ttansfer the city-owned Jackson Block property. <br /> <br />July <br /> <br />City Council approves the adoption of resolution 03-42 of support of a proposal by <br />MettoPlains Development, LLC to consttuct housing rental units in the City of Elk <br />River. <br /> <br />City Council approves the Letter of Understanding between the City of Elk River <br />and MettoPlains Development, LLC for the future sale of the city-owned Jackson <br />Block Property. <br /> <br />Members of the public, downtown business/property owners present issues and <br />concerns to the HRA and City Council. HRA and Council direct staff to research <br />and provide response to a list of issues including, but not limited to: parking, <br />residential tenants, and Jackson Square property. <br /> <br />August <br /> <br />HRA and Council consider city staffs research to issues and questions raised by the <br />public with regard to the MettoPlains redevelopment concepts. <br /> <br />5'h edition of Downtown Revitalization Q & A Newsletter distributed via Elk River <br />Star News insert. <br /> <br />September HRA approves recommendation to City Council to authorize staff to proceed in <br />submitting a Small Cities Development Progtam Grant Application to the MN <br />Department of Employment & Economic Development for the purpose of <br />obtaining grant funds for a commercial and residential rental rehabilitation, and new <br />residential rental consttuction in the Downtown Revitalization Project Area. <br /> <br />October City Council considers HRA recommendation regarding the Small Cities <br />Development Progtam application and calls for a public hearing on October 27, <br />2003 at 6:30pm at the Elk River High School Little Theater. <br /> <br />MettoPlains is awarded its tax credit application from MN Housing Finance Agency. <br /> <br />HRA extends Preliminary Redevelopment Agteement with MettoPlains up to <br />January 30, 2004 to provide sufficient time to work together toward a Development <br />Agreement. City Council holds public hearing on the Small Cities Development <br />Program Grant Application and approves two resolutions regarding the grant <br />application. <br /> <br />November Staff provides project update of development agreement issues, Jackson Square title <br />issues, and research of parking options. The HRA directed the development team to <br />meet with business owners downtown to gather input on critical parking issues. The <br />feedback will be used by staff as part of the parking options to be presented to the <br />HRA at an upcoming meeting. <br />
