City Council Minutes <br />May 16, 2016 <br />Page 10 <br />Counsellor Beck indicated the HOA documents would be drawn up to ensure its <br />properties would maintain the long-term community standards image the city is <br />interested in enforcing. <br />Councilmember Wagner was not in support of requiring the exterior building <br />coverings requirement and felt there were too many variables. She asked questions <br />regarding the monthly dues and how those were paid. <br />Councilmember Olsen explained in his development, a property manager collects <br />monthly fees and managed a reserve of funds for future repairs and maintenance. He <br />indicated it was a collective participation of all the homeowners living there. <br />Councilmember Burandt indicated she would go either way and wasn't sure which <br />was better. <br />Councilmember Westgaard asked if the applicant wants this structured in this way, <br />why isn't the council agreeing with the applicant. <br />Councilmembet Wagner agreed with Councilmember Westgaard and supported <br />removing the requirement of exterior coverage from the conditions. <br />Mr. Portner stated since this is a planned unit development, the city has the <br />opportunity to hold it to a higher standard than other areas of the city. <br />Mayor Dietz and Councilmember Olsen agreed with staffs recommendation. <br />Councilmembers Westgaard, Burandt, and Wagner agreed with the applicant's <br />request and the Planning Commission's recommendation. <br />It was the consensus of the council to remove the portion of the condition that <br />references maintenance of exterior coverings. <br />Condition Four — DrivewaLpacing <br />Mayor Dietz indicated he agrees with staff's position due to on-stteet parking being <br />important in this development's detached townhome areas. <br />Mr. Roessler explained the reasons they disagreed with staff, noting floorplans <br />designed to promote privacy of backyard patios. He stated the driveway width of 20' <br />was fine but wanted it to the curb and not 12' behind the curb. They would like to <br />maintain the driveway width but would like the ability to enlarge it after the curb and <br />have a three -stall wide driveway. <br />Mr. Carlton explained staffs position of trying to increase the availability of on -street <br />parking by including the condition as written. <br />Councilmember Olsen indicated he is in favor of staffs position. <br />ear[ea er <br />NAfU E <br />
