Avenue alternatives, the traffic flow is too imbalanced to proper roundabout <br />operations. <br />Based on these conclusions, the following is recommended: <br />• Keep Line Avenue connected between Main Street/181St Avenue and Twin <br />Lakes Road. The operations at the intersections are currently acceptable and <br />no other compelling traffic reason exists for this change. <br />• Change Line Avenue to place a cul-de-sac between the intersections of 5t" <br />Street and Twin Lakes Road if other reasons beyond traffic operations <br />suggest a change is needed. This change represents the least impact to <br />travel patterns while maintaining satisfactory operations without any other <br />m itigation. <br />• Consider potential mitigation of a southbound left turn lane at the Twin Lakes <br />Road/Line Avenue intersection, which will improve safety under existing <br />conditions and under any alternative for Line Avenue. The proper median <br />width already exists for this change and overall safety would increase, in <br />addition to a slight operations improvement. <br />• Consider potential mitigation of an eastbound right turn lane at the Twin <br />Lakes Road/Line Avenue intersection, which will improve traffic operations if <br />the Line Avenue corridor does not change or if the corridor has a cul-de-sac <br />placed south of the 5t" Street intersection. <br />• Revise the 5t" Street intersection with Dodge Avenue to recognize the <br />dominant flow of traffic between the north leg and the east leg. This includes <br />reconstruction to create a through movement between the two legs and <br />allowing for through movements without stopping by repositioning the stop <br />sign to the other leg. This is recommended under any alternative, including if <br />Line Avenue is not changed. <br />• Revise the 5t" Street intersection with Line Avenue to a roundabout if no <br />alternative for Line Avenue is selected. Besides maintaining acceptable <br />operations and recognizing the east -west flow, a roundabout would also slow <br />traffic through this intersection. If Line Avenue is changed with a cul-de-sac <br />placed south of the 5t" Street intersection, revise the 5t" Street intersection <br />with Line Avenue to recognize the dominant flow of traffic between the west <br />leg and north leg. This includes reconstruction to create a through movement <br />between the two legs and allowing for through movements without stopping <br />by repositioning the stop sign to the other leg. <br />• Monitor the Twin Lakes Road/181St Avenue intersection for increased traffic <br />volumes and decreasing operations. Future growth in the area along with <br />changes to Line Avenue traffic are likely to warrant a traffic signal in the near <br />future. <br />Traffic Operations Study 13 Line Avenue in Elk River <br />
