City of <br />Elk — <br />RiveT <br />Request for Action <br />To <br />Item Number <br />Planning Commission <br />9.2 <br />Agenda Section <br />Meeting Date <br />Prepared by <br />Work SessionJune <br />20, 2016 <br />Chris Leeseber , Senior Planner <br />Item Description <br />Reviewed by <br />Concept Review: Spectrum Middle School <br />Zack Carlton, Planning Manager <br />Expansion <br />Reviewed by <br />Action Requested <br />Review and discuss the proposed concept review for Spectrum School. <br />Background/Discussion <br />Spectrum School would like to purchase the remaining 12 condominium units at 11044 Industrial Circle <br />to convert them to a 6"', 7"', and 8"' grade facility over the next three years. <br />They would also like to purchase the southern portion of the adjacent property located to the west and <br />attach that portion to their parcel located at 11044 Industrial Circle, creating one single parcel. They plan <br />to use it for either field space or a parking lot. Once a field space is developed, they plan to build a sports <br />dome over the field, either in the current interior parking lot or on the southwest corner lot. <br />They also plan to convert a portion of the existing high school facility to a college and career center. <br />The proposed project anticipates future growth through 2022, reaching a capacity of up to 1,000 students. <br />Analysis <br />The property is zoned Business Park (BP) where Educational Institution uses are allowed as a <br />Conditional Use Permit. <br />Parking requirements for public elementary schools or junior high schools or similar private schools are <br />two parking spaces for each classroom. The site has approximately 100 stalls around the perimeter of the <br />building and the proposed use will require approximately 40 stalls. The subject site has adequate parking <br />per city ordinance. <br />Sports Dome Option 1 <br />This option shows a 120' x 240' dome located on the interior parking lot of the subject site. The Fire <br />Department has concerns for the existing building such as, fire department access, emergency access to <br />the riser room, roof ladder, fire alarm panel, and separations of structures. It is unclear what the height <br />will be. The BP district limits building heights to 45'. <br />Sports Dome Option 2 <br />This option shows a 200' x 280' dome located on the southern portion of the adjacent property located <br />to the west of the subject site.
