City Council Minutes Page 13 <br />May 16, 2016 <br />----------------------------- <br />Councilmember Westgaard asked how the developer should apply this information <br />in order to proceed with their plat. <br /> <br />Councilmember Wagner suggested the connection be delayed until perhaps the <br />rd <br />development’s 3 phase. She doesn’t want the connection opened and available for <br />traffic until at least a discussion and plan is agreed upon with the county. <br /> <br />Mayor Dietz suggested they build the road connection and use a breakaway barrier <br />so emergency vehicles can still access the road when needed. <br /> <br />Councilmember Westgaard stated he felt the connection needs to be built and the <br />city can barricade it until ready to allow its use. <br /> <br />Mayor Dietz stated he didn’t think they’ll get much support from the county and he <br />was surprised the neighbors wouldn’t want this connection, which would allow a <br />safer alternative means of travel. He stated he understands their hesitation and was <br />willing to wait until this development is more built out, stating it would only be a <br />matter of time before it was necessary to provide the connection. <br /> <br />Councilmember Westgaard stressed the need for this connectivity especially from a <br />public safety standpoint. <br /> <br />It was the consensus of the council to allow the developer to construct the road <br />connection and agreed to leave connection with barrier. <br /> <br />Donald Jensen, representing PAXMAR, asked questions regarding the condition <br />requiring all wetland permits be in place before they could begin site preparation and <br />wetland fill in certain areas. He stated if he were to have to wait until they received <br />the final permit, it would cause a major delay in their construction schedule. <br /> <br />After some discussion, Ms. Mroz arrived and indicated that because the city had not <br />received the final wetland delineation report on where the wetland boundaries were, <br />she had concerns with commencing wetland fill work on the site until receiving the <br />final report from the US Army Corps of Engineers. She noted concerns with grading <br />activity intruding into wetland areas. She indicated she was willing to adjust the <br />condition’s wording if they could agree upon a distance to stay back from wetland <br />areas. After discussion and a map review of the development’s wetland areas, it was <br />consensus of the applicant and the council to amend condition 2 to add the words <br />“wetland fill” before the word “commencing.” <br /> <br />Moved by Councilmember Wagner and seconded by Councilmember Burandt <br />to approve the Preliminary Plat request for Miske Meadows, with the <br />following conditions: <br />1. Development Agreement shall be signed, outlining costs and <br />responsibilities to the satisfaction of the City Attorney. <br />2. All required wetland permits must be obtained prior to commencing <br />wetland fill work on the site. Grading permits required as allowed <br />upon City Engineer’s approval of plan areas. <br /> <br />
