Operators are re- <br />sponsible to take reasonable steps, <br />as may be necessary, to assure that <br />the citizens of the City who occupy <br />such units, and those residing near <br />such units, may pursue the quiet <br />enjoyment of the normal activities <br />of life in surroundings that are: <br />(a) Safe, secure and sanitary; <br />(b) Free from crimes and criminal <br />activity, noise, nuisances or annoy- <br />ances; and <br />(c) Free from reasonable fears <br />about safety of persons and secu- <br />rity of property. <br />Further, it is the intent of this Ar- <br />ticle to regulate and provide for the <br />inspections of Rental Dwellings to <br />assure that such housing does not <br />become a nuisance or blight to the <br />neighborhood and does not create <br />a disincentive to investment in the <br />community. <br />WHEREAS, a copy of the full <br />text of the ordinance is available <br />for inspection by any person at the <br />office of the Elk River City Clerk, <br />13065 Orono Parkway NW, during <br />regular business hours. <br />Passed and adopted this 6th <br />day of June 2016_ <br />John J.
