Housing and Redevelopment Minutes Page 2 <br /> May 2,2016 <br /> Colleen Eddy presented the staff report. She provided an update on the recent <br /> informational meeting,citing low turnout. Staff is working with CMHP on scheduling <br /> another meeting in early June. <br /> Chair Toth stated he was aware of a property that could benefit from the program. Ms. <br /> Eddy stated that a CMHP representative would probably be the best person to make contact <br /> with the homeowner. <br /> 7.2 Bylaw Amendment <br /> Amanda Othoudt reviewed the proposed amendment,removing the assignment of taking <br /> minutes from the HRA Secretary position. <br /> Motion by Commissioner Chuba and seconded by Commissioner Eder to approve <br /> the proposed change to the HRA Bylaws: <br /> 3.4) Secretary-The Secretary,who shall be selected from among the <br /> Commissioners, shall be responsible for reviewing the minutes of each <br /> meeting of the Authority. The Secretary shall also perform such functions as <br /> may be deemed necessary by the Chair. <br /> Motion carried 4-0. <br /> 7.3 1 9584 Troy Street Update <br /> Ms. Othoudt stated that Sherburne County has submitted information on this property to <br /> the Department of Natural Resources to determine if they have interest in the property as <br /> conservation land. If not,public entities, such as the city,have first right of refusal to <br /> purchase the property before it goes to public auction in September. She noted that she is <br /> still working with Sherburne County on a price. She noted that the County representative <br /> stated there is some interest in the property by private parties,if it does come up for auction. <br /> Aaron Surratt,Deputy Chief of Operations for the Elk River Fire Department,was present <br /> to discuss training opportunities for Police and Fire,using abandoned tax forfeit properties <br /> such as this one. He discussed the Fire Academy and how being able to have training <br /> opportunities available in the area is beneficial. <br /> Mr. Surratt reviewed various types of training exercises buildings can be used for,not just to <br /> do a burn. He explained how neighborhoods are notified if a bum is going to be done. Mr. <br /> Surratt discussed his experience in conducting bums in other cities. He stated that they <br /> would like to partner with the HRA when opportunities come up. He stated that their goal <br /> is to develop their tactical skills. He noted that the department will continue on increase in <br /> size and felt that in 5 years, they could possibly have another 20 fire fighters. Mr. Surratt <br /> reviewed photos of burn sites where he was a participant. He distributed sample documents <br /> for controlled burns,including agreement with property owner,neighborhood notification „Th <br /> letter and information regarding how a training bum is conducted. <br />
