Motion carried 4-0. <br /> 10.2 Joplin Property Acquisition and Condemnation Process <br /> Ms. Othoudt presented the staff report. <br /> Doug Shaftel, Kennedy and Graven,provided an update on the progress and <br /> process of the Joplin property acquisition and potential condemnation action. Mr. <br /> Shaftel noted he anticipates the process may take 120 days. <br /> 10.3 Deer Herd Management <br /> Mr. Sevcik presented the staff report. He stated a volunteer group has been meeting <br /> to discuss possible rules and details of the Deer Herd Management Plan. He <br /> introduced members present including Parks and Recreation Commissioners Dave <br /> Anderson and Mike Niziolek, Police Sergeant Dave Dummer,and Steve Engelmeyer <br /> who manages the local Cargill hunt. He stated Councilmember Westgaard, Elk River <br /> Police Reserve Kelly Hinrichs, and MN Department of Natural Resources <br /> Conservation Officer Mitch Sladek also participated in the meetings. <br /> Mr. Sevcik explained the plan can be reviewed on an annual basis. <br /> Councilmember Wagner questioned how general park users will be made aware of <br /> the hunts. Mr. Sevcik explained after formal approval the plan will be published on <br /> the city website,in the Star News, and signage will be installed at the entrance of the <br /> parks. <br /> Council consensus was to move forward with the Deer Herd Management Plan. <br /> Mr. Engelmeyer cautioned the Council to be prepared for negative responses from <br /> the public because in his experience not everyone understands why deer are hunted. <br /> 10.4 Park Dedication Fee Update <br /> Mr. Carlton presented the staff report. <br /> Mayor Dietz stated he would like this report to be reviewed by the Parks and <br /> Recreation Commission at their next meeting. He questioned if we need to be <br /> consistent with the methods used. Attorney Beck explained consistency is easier to <br /> implement and more transparent. He added staff can check into other alternatives if <br /> the Council desires. <br /> Councilmember Westgaard questioned how other options would be different. <br /> Attorney Beck explained based on direction from the Legislature all options would <br /> be based on property value but other options could cost more to implement. <br /> POWERED 9r <br /> UREI <br />
