INrORMATION

MEMORANDUM

TO:

Mayor and City Council

DATE:

Pat Klaers, City Adminis~j
Tfd 1-fttl~
November IS, 2004

FROM:

SUBJECT:

Patrol Wages

After the Patrol Union Contract for 2005-2006 was approved on November 1,2004,
Councilmember Dietz asked for some external wage comparison information. Attached for
your review is some wage data as provided to the city by Labor Relations Associates, Inc.

For the years 1999,2000, and 2001, the Elk River Patrol officers were approximately 3.5%
below Anoka officers and 3.2% below Ramsey officers. In 2003 this discrepancy had
increased to 4.8% below Anoka officers and 4.5% below Ramsey officers.

In 2005, assuming a 3% increases for Anoka officers in 2004 and 2005, then the Elk River
officers will only be 2.8% lower. Regarding Ramsey officers, in 2005 Elk River officers will
only be 2.5% lower. Accordingly, the substantial increase that the City Council gave the Elk
River officers in wages in 2005 has reduced the wage gap between Elk River officers and
their counterparts in the cities of Anoka and Ramsey.

s: \ Council\Pat\2004\PatrolWagcs.doc
