The Finance and Adtnillistrative Services <br />Director is an Ex-Officio member of the Elk River Fire Relief Association and serves as City <br /> Adtnillistrator in his/her absence. <br /> <br />Essential Functions <br />1. Provides leadership to and management of the City's finance and adtnillistrative <br />departments. <br />A. Establishes policies, practices, procedures, and controls required to manage these <br />departments. <br />B. Provides leadership and direction in the development of short and long range goals <br />for each department. <br />c:. Works with department managers to develop and monitor departmental budgets and <br />capital improvement plans. <br /> <br />2. Plans and directs all City financial functions. <br />A. Develops financial plans, controls, and systems. <br />B. Establishes short-term and long-range financial goals and objectives. <br />c:. Develops and evaluates accounting systems. <br />D. Establishes and maintains internal controls over cash receipts and disbursements. <br />E. Develops and provides accounting guidelines and information for budget <br />preparation, compiles departmental budgets, and recommends the overall budget for <br />approval. <br />F. Monitors and controls overall budgets and expenses and authorizes expenditures. <br />G. Conducts internal audits of City business records and arranges independent audits. <br />H. Provides financial recording and reporting services. <br />I. Identifies and obtains funding sources. <br />J. Oversees and coordinates special assessment procedures relating to finance. <br /> <br />Page 1 <br />
