<br /> <br />*Item 3.6.* <br /> <br />MEMORANDUM <br /> <br />TO: Mayor and City Council <br /> <br />FROM: Pat Klaers, City Administrator <br /> <br />DATE: November 22, 2004 <br /> <br />SUBJECT: City Administrator-City of Elk River Work Program <br /> <br />Introduction <br />In later 2003 the city hired Jim Brimeyer from the Brimeyer Group to help sort out some <br />management, organizational, and communication issues. After input from department heads <br />and a series of City Council executive sessions with Mr. Brimeyer, the City Council generally <br />accepted a City Administrator-City of Elk River Work Program. This Work Program <br />covered three areas: <br /> <br />. <br /> <br />Organizational Management <br />Council/Staff Relations <br /> <br />Governance <br /> <br />. <br /> <br />. <br /> <br />At this upcoming worksession on November 22, 2004, the Work Program from December <br />2003 needs to be reviewed, including some of the sections that have not been previously <br />discussed by the City Council in any great detail. The Work Program should also be <br />approved by the City Council and a realistic timetable needs to be established for each action <br />step. <br /> <br />Recent Activities <br />In January 2004 the City Council met to analyze the details within the Work Program and <br />how best to move forward with the action steps. At this January meeting the Council <br />decided that they needed to talk about the Governance section first. Additionally at this <br />January worksession, the City Council directed me to begin work on the organizational <br />structure action step to develop a plan that would reduce the number of direct reports to me. <br />This was viewed by the City Council as essential in order to improve communication, <br />customer service, and overall administration of city affairs. <br /> <br />Following the January worksession, the City Council again met in February and decided that <br />it wanted Mr. Brimeyer to come back and help them in working on the Governance section <br />
