<br />Sherburne County/City of Elk River <br />Engineering Meeting <br />October 26, 2004 <br /> <br />Page 2 <br /> <br />indicated also that the City would agree to take the lead on land acquisition, prepatation of <br />plans and specifications, and construction of the improvements. Terry has already discussed <br />with the MnDOT State Aid Engineer and has gotten assurance that the Federal Grant can <br />be passed to the City, and that the City would take the lead in the Federal paperwork and <br />administration of the Grant. The only the role the County would play is paying their shate <br />in accordance with the tumback agreement. There was continued discussion about various <br />issues revolving atound the turnback of County Road 40. In the end, both the City and the <br />County consensus was that the tumback should rnove forward. The County indicated that <br />they had a County Boatd workshop scheduled within the next weeks where this issue could <br />be discussed. The City indicated that they had a transportation workshop tentatively <br />scheduled for Monday, November 22nd at which time this item would be placed on the <br />agenda. <br /> <br />2. County Road 44 <br /> <br />Councilmember Tveite had asked that the speed limit on the portion of County Road 44 <br />north of the railroad tracks be an item for discussion. It is currendy signed for 45 miles an <br />hour, but given the condition of the road, it would be very difficult and probably unsafe to <br />travel at that speed. The road is relatively natrow and the condition of the surface is <br />relatively rough, making travel at that speed potentially unsafe. There was discussion about <br />how speed limits ate set in the State of Minnesota by MnDOT, and that a speed study <br />request could take six months to twelve months to complete. Councilmember Tveite asked <br />Dave Schwatting if some type of advisory road sign such as rough road with an advisory <br />speed could be installed on the road. Dave indicated that he would have his public works <br />install such a sign going both directions on County Road 44 north of the railroad tracks. <br /> <br />There was some discussion relative to the status of the planned County upgrade of County <br />Road 44. Brian Bensen informed the group that the County Boatd had followed his <br />recommendation in not bonding for future road improvements. However, this did not <br />mean that County Road 44 would not be upgraded. The County indicated that the County <br />Road 44 was project was still a high priority in their Capital Improvements Program. It was <br />generally agreed that County Road 44 would be discussed in greater detail, including <br />potential turnback to the City, at an upcoming meeting of this group. <br /> <br />Councilmember Kuester brought up the condition of County Road 33 between Proctor <br />Avenue and CSAH 1, indicating that it is very similat to the County Road 44 issue currently <br />being discussed. Dave Schwarting indicated that the County Boatd had agreed to extend the <br />planned County Road 33 realignment project to go all the way to County Road 1 and rebuild <br />the portion of the existing alignment that is planned to remain intact. It was indicated that <br />this project would not occur until approximately 2007. <br /> <br />3. City Resolutions Regarding: CSAH System <br /> <br />Dave Schwarting indicated in a follow-up to an item talked about at a previous meeting, that <br />he had appeated before the County State Aid Screening Committee in his attempt to get <br />more County State Aid mileage on the Sherburne County System. He indicate that he had <br />been successful in getting approximately 26 miles of additional CSAH designation. He <br />explained to the group that to place a CSAH designation on a route or revoke a CSAH <br />designation on an existing route within the corporate limits of the City required a resolution <br />from the City Council concurring with that action. Dave indicated that he would be asking <br />the City Council to agree with the designation of County Road 33 and County Road 30 on <br />the Sherburne County State Aid System, while revoking the County State Aid designation on <br />
