<br />cu 04-29 Elite Sanitation <br />~overnber15,2004 <br /> <br />Page 2 <br /> <br />Overview <br /> <br />The applicant is requesting a conditional use permit for outdoor storage of portable <br />sanitation units. The applicant would like to utilize tbe existing building for warehouse and <br />office space for tbeir business, Elite Sanitation. Elite Sanitation provides portable sanitation <br />facilities. The units are pumped/ emptied off site and tbe waste disposed of at a licensed <br />facility. The units are tben brought back to tbe 4th street site, where tbey are inspected, <br />cleaned and stored for future use. No vehicles will be stored outside <br /> <br />The property is zoned 12 Medium Industrial and outdoor storage is allowed as a conditional <br />use. If no outdoor storage were involved, tbere would be no conditional use permit required <br />for tbe proposed business to locate at this site. The surrounding property to the west and <br />nortb is Elk River Machine and is used for outdoor storage, to tbe west is Adams paints and <br />across tbe street is tbe old lumber yard. <br /> <br />Site Plan <br /> <br />The property is located on tbe north side of 4th Street, between Elk River Machine and <br />Adams Paints. There is a 28' X 80' (2,240 sf.) building on site. The building will be used for <br />parking trucks, cleaning and inspecting tbe units and office space. None of tbe area outside <br />of tbe building is improved. The west property line and Yz of tbe rear property line is fenced <br />witb a chain link fence. The site plan indicates tbat tbe outdoor storage area will be located <br />to tbe rear and along tbe east side of tbe building. <br /> <br />Site Improvements <br /> <br />Since no part of tbe site is surfaced witb an approved material, tbe area outside of tbe <br />storage area should be paved. The area to be utilized for outdoor storage should be surfaced <br />witb Class V material. The fence should be extended so tbat it encloses tbe entire area tbat <br />will be used for outdoor storage. Because tbe adjacent land uses are outdoor storage, tbe size <br />of tbe lot and tbe constraints associated witb working witb a fully developed site, additional <br />screening is not necessary. <br /> <br />Plannina Commission Meetina <br /> <br />At tbe Planning Commission meeting held on October 26th, no one spoke at tbe public <br />hearing. The Commission asked about tbe cleaning process and whetber tbere is any odor. <br />The applicant explained tbat no hazardous chemicals are used in tbe cleaning process and <br />once tbe units are cleaned tbere is no odor. The Commission discussed screening tbe <br />outdoor storage from 4th Street. They included a condition tbat a stockade fence be installed <br />along 4th Street on tbe east side of tbe building. <br /> <br />Recommendation <br /> <br />The Planning Commission and staff recommend tbat tbe City Council approve of this <br />request for a conditional use permit for outdoor storage witb tbe following conditions; <br /> <br />S:\PLANNING\Case Files\2004\CU 04-29 Elite Sanitation\CU04-29CCl1-15.doc <br />
