Will not impede the normal and orderfy development and improvement of surrounding vacant <br />proper(y. <br />4. Will be served adequatelY by and will not adverselY affect essential public facilities and seroices <br />including streets, police and fire protection, drainage, refuse disposal, water and sewer systems, parks <br />and schools; and will not, in particular, create traffic congestion or inteiference with traffic on <br />adjacent and neighboring public thoroughfares. <br />5. Will not involve uses, activities, processes, materials, equipment and conditions of operation that will <br />be detrimental to any persons or proper(y because of excessive traffic, noise, smoke, fumes, glare, <br />odors, dust or vibrations. <br />6. Will not result in the destruction, loss or damage of a natural, scenic or historic feature of major <br />importance. <br />7. Will fullY complY with all other requirements of this Code, including any applicable requirements <br />and standards for the issuance of a license or permit to establish and operate the proposed use in the <br />city. <br /> <br />If denial of such a permit should occur, it shall accompany recommendations or <br />determinations by findings or a report stating how the proposed use does not comply with <br />the standards set forth in Section 30-654. <br /> <br />PlanninK Commission Actions <br /> <br />Most of the comments from the public focused on the overall development and the <br />inconvenient detours resulting from the disruption of 197'" Avenue. Weather permitting; <br />this street work is anticipated to be complete around November 30/December 1. <br /> <br />Several residents questioned the site lighting and signage. It was clarified that the lighting <br />will need to be full cut-off lighting and per the ordinance, shall not exceed 'Iz foot candle at <br />the property line. <br /> <br />One resident requested that the bank provide a fireplace as many of the homes in <br />Brentwood have them. <br /> <br />The Planning Commission unanimously recommended approval of the request. <br /> <br />Recommendation <br /> <br />Staff and the Planning Commission recommend the City Council approve the request for a <br />Conditional Use Permit to construct a US Bank building with the following conditions: <br /> <br />1. ALL COMMENTS OF THE CITY ENGINEER SHALL BE ADDRESSED. <br />2. CONSTRUCTION TRAFFIC SHALL NOT BE ALLOWED TO ACCESS <br />THE SITE FROM 197TH AVENUE. <br />3. ONLY ONE SANITARY SEWER SERVICE SHALL BE ALLOWED. <br />4.
