Based on our review and comments received at the staff review meeting, we <br />would offer the following comments: <br /> <br />1. The submittal information consisted of a preliminaty and a final plat prepared by John <br />Oliver & Associates. The preliminaty plat was dated October 21,2004. The proposed <br />plat subdivides one existing single-family lot located on the northeast comer of Tipton <br />Avenue and Upland Avenue to create one additional single-family lot. Both lots appear <br />to meet all of the dimensional regulations required by the Gty Ordinance. <br /> <br />2. The final plat should provide limited access along the TH 10 frontage and Upland <br />Avenue frontage. <br /> <br />3. The westerly of the two lots contains the existing homesite with a house and a detached <br />garage. There is an existing shed that falls on the newly created Lot 2. It should be a <br />condition of the approval of the plat that this shed will need to be relocated or removed. <br /> <br />4. When construction takes place on Lot 2, they should attempt to keep the driveway <br />located as far to the west as possible to avoid conflicting traffic movements with Tipton <br />Avenue as it comes from the south and makes a 90 degree turn heading west. <br /> <br />5. sanitaty sewer and water services for the newly created lot will need to be constructed <br />from the existing facilities in Tipton Avenue. <br /> <br />Phone: 763.635.1000 <br />Fax: 763.635.1090 <br /> <br />www.ci.elk-river.mn.us <br />
