<br />Tipton Woods <br />November 15, 2004 <br /> <br />Page 2 <br /> <br />Existinr Conditions <br /> <br />The subject property is located in the northeast comer of the intersection of Upland and <br />Tipton Avenues. u.s. Trunk Highway 10 also borders the property on the north. The <br />easterly 40 percent of the site is wooded. Located on the subject property is a one-story <br />home (encroaches into the front yard setback), a two-car garage, and a shed which is within <br />the Highway 10 right-of-way. The is encircled by a chain link fence, a portion of which is <br />also located within the Highway 10 right of way. <br /> <br />Analysis <br /> <br />The applicant is proposing to subdivide the parcel in two. The first parcel, Lot 1, will be <br />utilized for the existing house and garage; the second will be vacant and will be buildable. <br />Each lot meets the minimum lot width and lot area requirements for the R1 c District. The <br />stucco shed should be either removed in its entirety or relocated to be out of the Highway <br />10 right-of-way. <br /> <br />The City Engineer's memo addresses grading, drainage and other related issues including the <br />contemplated pavement management project in this area. <br /> <br />The Parks and Recreation Commission recommended cash dedication for one lot. <br /> <br />Recommendation <br /> <br />Staff recommends that the City Council approve the request to split the subject parcel into <br />two lots with the following conditions: <br /> <br />I. THE STUCCO SHED SHALL BE REMOVED ENTIRELY OR <br />RELOCATED TO COMPLY WITH THE SETBACK REQUIREMENTS <br />OF THE RIC DISTRICT. <br />2. PARK DEDICATION SHALL BE PAID FOR ONE LOT. <br />3. SURFACE WATER MANAGEMENT FEES SHALL BE PAID FOR <br />ONE LOT. <br />4. THE PLAT SHALL SHOW RESTRICTED ACCESS ALONG <br />HIGHWAY 10. <br />S.
