Elk 4-, Request for Action <br /> River <br /> To Item Number <br /> Planning Commission 4.6 <br /> Agenda Section Meeting Date Prepared by <br /> Public Hearings May 24, 2016 BrieAnna Simon,Planner <br /> Item Description Reviewed by <br /> Hilton Displays/Starbucks — 19179 Freeport Ave Zack Carlton,Planning Manager <br /> • Conditional Use Permit to Amend Elk Park Reviewed by <br /> Center PUD Signage, Case No. CU 16-13 <br /> Action Requested <br /> Recommend,by motion, approval of the Conditional Use Permit to amend the Elk Park Center Planned <br /> Unit Development language to be consistent with the recent sign ordinance updates for all commercial <br /> and industrial districts throughout Elk River. <br /> Background/Discussion <br /> The applicant is requesting an amendment to the current Elk Park Center Planned Unit Development <br /> (PUD) agreement to allow standard wall signage according to Starbucks's brand. The applicant is <br /> proposing to update the PUD agreement to allow multi-tenant buildings facing an arterial road to <br /> increase their wall signage to 15% of the facade area.The sign area is consistent with recent changes to <br /> the sign code,but preserves the sign area limits for buildings away from Highway 169. <br /> Staff proposes the updated sign language to read as shown below: <br /> f. Wall Signs (Multi Tenant Building) <br /> 4. No signage shall be permitted on the sides or rear of the building, other than that <br /> required for delivery identification or traffic control. For sides of buildings facing an <br /> arterial road,one Sign not exceeding 20 3quarc fcct Shall be allowed. the total wall <br /> sign area shall not exceed 15 percent of facade area. Businesses in multi- <br /> tenant facilities shall be allowed their proportionate share of permitted wall <br /> sign area. <br /> 5. Attachment D illustrates a typical wall sign. <br /> 15% <br /> Staff is supportive of this amendment in order to be consistent with other similar highway commercial <br /> districts.
