iii. A collaborative approach between retailers, local governments, and recycling organizations
proved necessary to effectively convey information to the public and make a substantial impact
on the number of people utilizing store recycling programs.
Because of its effectiveness, our team has found that distributing bins is necessary
for Elk River's cause in reducing plastic bags. These bins, if bought in bulk, have little
cost to Elk River. According to V,TIj ac., the starting price for a plastic waste bin known as
the "Bag Buddy"is $22, and the price decreases as the number of bins purchased
increases.6 The bin is a steel frame that expands with the size of bag used. A printed sign
can be added to the bins for added explanation to the consumers. These bins can then be
spread out around Elk River either at the businesses or at city buildings. To keep the costs
even lower, local businesses may team up in buying these bins in bulk to place at their
locations.
Plastic bag turn-in week and day
During the last week of the Community Sustainability Month, people and
businesses who have already sided with the movement for a cleaner environment will
have several plastic bags that need to be disposed of. Plastic bags are also easier to
recycle in bulk all at once, and some companies purchase plastic bags.7 Therefore, Elk
River, at the end of the month will collect and then sell the plastic bags to a company.
This collection is also coupled with a competition for businesses.
6 Uline,Inc(2016).Bag buddy.Retrieved from http://www.uline.comBL_8791Bag-Buddy
7 Spivey,Angela.
