16. Staff approval of all required plans based on the site plan dated April 19, 2016. <br />Approve, by motion, the Preliminary Plat request for Miske Meadows, with the Planning Commissions <br />recommended conditions, with staffs recommended conditions, or a combination of both. <br />Planning Commission recommended conditions are as follows: <br />1. Development agreement shall be signed, outlining costs and responsibilities to the <br />satisfaction of the City Attorney. <br />2. All required wetland and grading permits must be obtained prior to commencing work on <br />the site. <br />3. Parcels below 65 feet in width shall be platted on a parcel 20 feet from the rear of the <br />building. The remaining land between buildings and right-of-way shall be platted into a <br />single parcel under common ownership of the homeowners association. <br />4. Lincoln street shall not be connected to the development but platting a full right-of-way <br />width for a future connection if needed. The applicant shall install a trail with a breakaway <br />barrier for emergency services only, with maintenance of the trail to be determined by the <br />City Council. <br />Staff recommended conditions are as follows: <br />1. The remaining land between buildings and right-of-way shall be platted into a <br />single parcel under common ownership of the homeowners association. <br />Background/Discussion <br />Paxmar is proposing to continue development of the plat previously named River Park, which was first <br />approved in 2004 with a mix of single-family lots and townhome lots for 4 and 8 units. The 2004 plat <br />included 317 single-family homes, 173 townhomes, Twin Lakes Elementary School, and a city -owned lot <br />identified for use as a fire station. To date, 37 single-family and 32 townhome units (five buildings) have <br />been constructed. <br />Site Plan <br />The road network and general configuration of the development is largely unchanged from the previous <br />plat. However, the largest changes are seen in changes to lot/building types and sizes. The developer <br />owns approximately 96 acres of the remaining undeveloped plat of River Park. This area previously <br />included 10 4 -unit townhome buildings (40 units) and 185 single-family lots (225 total). <br />The current proposal includes 74 detached townhome units on lots ranging in size from 44 to 55 feet <br />wide and 168 single-family lots between 65 feet and 75+ feet wide (242 total). <br />Access across the center portion not included in the current application package is not proposed to <br />change as utility connections were previously stubbed in at the proposed road crossing locations. The <br />connection (shown as 190th Ave) to County Road 40 is proposed to move from a point in line with <br />189th Ave to the current location.
