2. Inspection and Supervision <br />a. Portable plant site operations will be inspected monthly. The plant foreman or <br />supervisors may conduct the inspection. The inspection shall be conducted after a <br />significant storm event to evaluate the effectiveness of the management practices <br />employed by the plant to eliminate the contamination of storm water runoff. Any <br />changes in procedure that are deemed necessary to improve plan performance will be <br />noted on the written plan and incorporated in the general operating procedure <br />immediately. Changes to the plan may be site or plant specific as needed to improve <br />plan performance. <br />b. The plant operator will inspect the plant site each day of operation. This will consist of <br />a pre -startup inspection, continuous monitoring during operations and a past shutdown <br />inspection to insure that all plant equipment is functioning properly, all valves are <br />closed, and significant materials are properly stared and secure before leaving the <br />plant site. <br />The plant operator or other responsible employee will supervise all bulk fuel <br />deliveries to the plant. Fuel transfers, including hose connect and disconnect from the <br />receiving tank will be monitored to insure that spills do not occur. Plant personnel will <br />assist tanker drivers as needed to provide safe and effective transfer of fuels. <br />d. Refueling of plant equipment will be monitored at all times to eliminate <br />overfilling. <br />3. Communication and Response <br />a. Emergency response plan for spills is pasted in the control house or the repair trailer <br />of the plant. The primary order of contact is listed. Plant operators and employees <br />are aware of the location of the listing and fallow the outlined procedure in a spill <br />response situation. <br />b. Plant personnel will respond immediately to spill situations to mitigate the effects <br />and isolate/control the source of spill. Operations will be immediately shut dawn <br />when necessary to redirect on-site resources and manpower in spill response. <br />Company contact personnel and emergency phone numbers are pasted in the control <br />house or repair trailer to provide operators with immediate access to company support. <br />Company contact will be established as soon as passible after the spill. <br />d. Emergency supplies are listed with phone numbers for spill support services, <br />including contaminated water pumping and removal service. <br />e. Company representative follows state and federal reporting requirements. <br />Documentation of spills is included in the plant record. <br />
