City of
Elk az
—
River
Request for Action
To
Item Number
Mayor and City Council
7.3
Agenda Section
Meeting Date
Prepared by
Public Hearin
May 16, 2016
BrieAnna Simon, Planner
Item Description
Reviewed by
City of Elk River Elk River - Ordinance
Zack Carlton, Planning Manager
Amendment Relating to Wall Signage, Case No.
Reviewed by
OA 16-04
Cal Portner, City Administrator
Action Requested
Adopt, by motion, an ordinance amendment allowing wall signs to cover 15 percent of facade area in the
Mixed Use Elk River Plaza (MU -ERP) District.
Background/Discussion
An ordinance amendment is recommended for the MU -ERP District to reflect the recent changes made
to Chapter 30, Article VI, Division 5, Subdivision II, entitled "Signs" of the City Code, which modified
the limiting factor for sign area per facade.
The Chamber of Commerce recommended to the City Council using 15 percent of the wall space as a
limiting factor for sign size. The City Council approved an amendment to the ordinance (OA 13-02) as it
pertains to sign requirements. It limited the sign area to a maximum of 15 percent of a facade area in the
following districts:
■ C-1 Central Business District
■ C-2 Office District
■ C-3 Highway Commercial District
■ C-4 Community Commercial District
■ I-1 Light Industrial District
■ I-2 Medium Industrial District
■ I-3 General Industrial District
■ BP Business Park District
In general, the allowed wall signage area increased for all of these districts. However, sign size
requirements located in the MU -ERP were not captured by this change. The language in Section 30-1584
Emits each building occupancy to two wall signs not to exceed a total of 200 square feet. This district's
commercial subzone is consistent with typical uses in the C-3 Highway Business District.
In order to be consistent with other similar commercial districts (C-3), an amendment to Section 30-1584
is being recommended, increasing permitted sign size to 15 percent of the facade area in the MU -ERP
district. The change is consistent with what has previously been approved.
Also, the MU -ERP signage requirements are recommended to be moved from Section 30-1584 to
Chapter 30, Article VI, Division 5, Subdivision II, where all other zoning district signage regulations are
located. Section 30-881 will be created for the MU -ERP district.
P a w E R E U 6 Y
NaA f RE]
