She apologized to Council for previous behavior. She expressed concerns
with the development of Pinewood and taking away the shared spaces/community.
She noted many retired people use Pinewood. She further stated she understands
improvements are needed, clientele has been lost, and golf numbers have gone
down. She stated the course is good for kids. She questioned what the Council needs
from them and further stated they are willing to help out.
Council recessed at 7:34 p.m. in order to go into work session. Council reconvened
at 7:35 p.m.
9.1 Planning Commission Interview
The Council interviewed Mr. Feinstein.
Moved by Councilmember Burandt and seconded by Councilmember Olsen
to appoint Alexander Feinstein to the Planning Commission with a term
expiration of February 28, 2017. Motion carried 5-0.
9.2 Hillside Mountain Bike Park Plan
Mr. Hecker presented the staff report. He gave a presentation about mountain biking
and discussed volunteer hours and fees.
Mayor Dietz stated he was surprised that the majority of people who utilized Hillside
were non-residents. He stated he didn't realize what an expert course it is and why
people were drawn to it. He stated the park should be developed for all skill levels
and local residents should want to use it too. He stated the city needs to do what is
best for a majority of its own citizens.
Councilmember Westgaard questioned why there were discussions about not
keeping Hillside as a park.
Mr. Hecker stated staff and the Parks and Recreation Commission did include it as
an option due to the many hours needed to sustain the park based on maintenance
records.
Parks Commissioner Dave Anderson stated the current trail was designed prior to
today's standards for trail design. The Commission considered all options but felt it
should stay as a mountain biking park.
Councilmember Wagner stated the Parks Commission liked that the trails could be
sustainable because it was important to try and cut down hours and to have the park
serve a multi-use function for many skill levels and for hikers. She further stated she
doesn't have issue with users from out of town because they would visit some the
city's businesses. She stated the Commission has learned there is a high school
mountain biking team coach, which they didn't know existed and could be a possible
P 0 W I R I U 9 Y
otmaA UREJ
