ELIGIBILITY AND PRIORITIES <br /> <br />The follewing criteria shall be censidered in determining which ,offers te <br />consider in any Selection Reund. <br /> <br />Initial Eligibility <br />Thresheld eligibility requirements for the PDR Program define which <br />landewners can submit applicatiens te sell their deveiepment rights. All ,of <br />the fellewing facters must be present for a preperty te be considered fer <br />purchase ,of develepment rights: <br /> <br />(1) A voluntary application is submitted by the preperty ,owner; <br />(2) The property is included within the Green Cerrider Oppertunity Area; <br />(3) The minimum parcel size cerrespends to the minimum lot size ,of the <br />applicable zening district, except in cases where it can be demenstrated <br />that the parcel fills a significant gap between, ,or Is adjacent te, other <br />pretected high-value reseurces ,or ,open space; and <br />(4) The parcel must have seme develepment rights remaining under <br />current zoning. Parcels that have been develeped te the maximum <br />allowed under density-based zening are net eligible. Preferences will be <br />given te parcels that have the ability te serve multiple public purpeses, <br />such as sterm water management, recreation, etc. (te be determined by <br />field survey, cemments frem lecal gevemment units and additienal <br />research), and are adjacent to waterways, bike trails, Ceunty parks and <br />ether public facilities. <br /> <br />Phase I Ranking Criteria <br />The fellewing criteria are recemmended te be used for the Phase I <br />Ranking ,of applications. At the start ,of a Selectien Reund, peint values <br />be assigned te each criterlen on the PDR Criteria Worksheet contained <br />in Attachment 2 ,of this decument. The peint values centained in <br />Attachment 2 are recommended, hewever, they may be medified by <br />reselutien ,of the Ceunty Beard prier te each Selectlen Reund.
