Revised Growth Corridor Initiative Program Guidelines & Pre-Application <br /> <br />Background <br />At the September HRA meeting, Commissioner Motin provided information on the Greater <br />Minnesota Housing Fund's (GMHF) Growth Corridor Initiative program. He explained <br />that Elk River might want to consider participating in the program. Staff gathered more <br />information at the GMHF Growth Corridor Initiative conference on October 20, 2004. <br /> <br />At the November HRA meeting, the HRA discussed the program and whether or <br />not the HRA should consider submitting a Pre-Application for the program. It was HRA <br />consensus that the City Council consider the submittal due to the Council's position on <br />affordable housing, and the City's current "monitoring" mode regarding housing. <br /> <br />Program Description <br />The program will respond to issues affecting high-growth communities located at <br />the edge of the seven-county metro area. Initially, the program will include four pilot <br />counties: Wright, Sherburne, Isanti, and Chisago. Four elements to the program include: <br /> <br />. Coordinated planning <br />. Land use <br /> <br />. Housing <br /> <br />. Community participation & local control <br />
