Local #231) have met to discuss the terms and conditions for the next union contract <br />with the city. Going into the meeting I felt the police officers should get slightly more than <br />what is typically provided in wages due to both internal and external concerns. From an <br />internal point of view, the city has recently provided mid-year 2004 wage adjustments for all <br />other city employees; and in order to keep relationships somewhat balanced a slightly larger <br />than the typical 3% increase seemed appropriate. In terms of external comparisons, the city <br />police officers have fallen behind where they have historically been in wages as it relates to <br />police officers in Ramsey and Anoka. <br /> <br />We only needed one bargaining/negotiation session to arrive at a proposal that union <br />representatives could present to the police officers, and subject to the police officers <br />approval, that I could present to the City Council. The police officer union has accepted the <br />attached proposal. <br /> <br />The proposal is very straightforward. The contract is for a two-year period. One highlight is <br />that the wage increase for 2005 is 5%, and this is, of course, more than the 3% that we <br />generally propose and support. Also, it should be noted that with item #5, sick leave, that <br />this is new language being added. We currently have language that calls for: <br /> <br />after 5 years of service, providing 15%-up to 144 hours of pay; and <br />after 15 years, providing 20%-up to 192 hours of pay. <br /> <br />This additional sick time provision deals with longer term employees that have been with the <br />city over 20 years.
