EOty1� ,.,�� Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 9.3 <br /> Agenda Section Meeting Date Prepared by <br /> Work Session April 18, 2016 Zack Carlton,Planning Manager <br /> Item Description Reviewed by <br /> Nottingham Construction— Concept Review for Chris Leeseberg, Senior Planner <br /> Senior Housing Project on Line Avenue Reviewed by <br /> Cal Portner, City Administrator <br /> Action Requested <br /> Provide informal, nonbinding feedback regarding the propose project. <br /> Background/Discussion <br /> Nottingham Construction is proposing a 100 to 120 unit Senior Housing project on the NE corner at the <br /> intersection of Line Avenue and 181st Avenue. The property is currently owned by the United States <br /> Postal Service. The project would include a number of amenities for the residents,including a salon, <br /> movie theatre,pub room, community room,wood working shop, craft room, and fitness room. Resident <br /> units include independent, assisted, and memory care rooms. The final mix of rooms will be determined <br /> based on market demands. <br /> Comprehensive Plan and Zoning <br /> The parcel is currently zoned Business Park but the Comprehensive plan guides the site for Mixed Use <br /> which allows a mixture of housing,jobs and/or retail uses within close proximity to each other. The land <br /> use creates the potential for people to live close to their jobs and retail services, and offers an <br /> environment where one can live with less reliance on the car. It also provides another setting for high <br /> density residential land uses. <br /> The Comprehensive Plan supports the proposed use. The proximity to retail and restaurant uses would <br /> create less reliance on cars and encourage residents to walk to those uses. The applicant may develop the <br /> site as a Planned Unit Development (PUD),which would include the required zone change procedure. <br /> Site Plan <br /> The building is located at the high point of the site and will provide the facility strong sight lines to and <br /> from Highway 169. There is a single parking lot in front of the building and additional underground <br /> parking is proposed. Drainage and landscaping improvements were not included in the submitted sketch, <br /> but will be reviewed as part of a future Conditional Use Permit. A fire lane providing access around the <br /> building will be required. <br /> Access, Circulation, and Parking <br /> The property will be accessed from 183rd Circle NW. Access will not be permitted from County Road 12 <br /> (181 st Ave) or Line Ave. The city is currently reviewing access changes along Line Ave,which may <br /> eliminate the connection of Line Ave at 181st Ave. If that option is recommended,vehicular access <br /> would likely come from the connection of Line Ave and Twin Lakes Road.
