EGty1� ,.,�� Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 7.3 <br /> Agenda Section Meeting Date Prepared by <br /> Public Hearin Aril 18, 2016 Chris Leeseber , Senior Planner <br /> Item Description Reviewed by <br /> ER Crossing Properties,LLC— 18200 Zane Street Zack Carlton,Planning Manager <br /> Ordinance Amendment to Allow Additional Menu Reviewed by <br /> Board Signs in Drive-thru Lanes Cal Portner, City Administrator <br /> Action Requested <br /> Adopt,by motion, an ordinance amendment allowing two menu boards in drive-thru lanes. <br /> Background/Discussion <br /> Case No. OA 16-01 <br /> The applicant is seeking an ordinance amendment allowing two menu boards in drive-thru lanes. <br /> Currently one menu-board per drive-up is allowed in the following districts: <br /> ■ Central Business District (Cl) <br /> ■ Highway Commercial (C3) <br /> ■ Mixed Use Elk River Plaza District (MU-ERP) <br /> ■ Extreme Commercial Recreation (XCR) <br /> The applicant believes not allowing the use of a pre-order station creates delays at the primary order <br /> station,which during peak hours can contribute to vehicle back-ups and longer customer wait times. <br /> This negative impact, the applicant feels, could be alleviated by providing a pre-order board to allow <br /> customers the opportunity to review the menu choices prior to reaching the order station. <br /> Providing a pre-order menu board has become the industry standard, and is not limited to Panera Bread <br /> (applicant) drive-thru designs. Many fast-food and quick service restaurants incorporate a pre-order <br /> menu board for the reasons stated above. There are several businesses in the city that have pre-order <br /> menu boards but these typically are within a Planned Unit Development and are typically smaller than the <br /> menu board. <br /> The applicant is proposing to add the following language: <br /> One on premise pre-order board per drive thru lane up to a maximum of 32 square feet. Pre-order boards are allon)ed to <br /> have a message on one side onjand may not contain advertising. Pre-order boards shall not have a speaker or <br /> communication system installed. <br /> Staff supports amending the ordinance to allow one pre-order menu board. However staff recommends <br /> that the proposed square footage be reduced from 32 square feet to 20 square feet.
