Elk River
Municipal Utilities UTILITIES COMMISSION MEETING
TO: FROM:
Elk River Municipal Utilities Commission Theresa Slominski—Finance and Office Manager
John Dietz—Chair
Al Nadeau—Vice Chair
Daryl Thompson—Trustee
MEETING DATE: AGENDA ITEM NUMBER:
April 12, 2016 6.Ib
SUBJECT:
Staff Update
DISCUSSION:
Our server re-location from NISC-hosted to being local has proved very effective. Processing
times have been significantly reduced and we no longer have the connectivity issues. We will
have our first upgrade on the local server Friday, April 8th and I will give a verbal update at the
commission meeting on its outcome.
We received word from NISC's executive team(specifically the Vice President of Product
Management,Marketing and Sales, David Bonnett)that NISC is going to move forward with an
offering of a module for Fund Accounting to better serve the municipal market they are seeking.
They notified us this will be in the development stage for at least two years, given their other
development commitments, but we are still excited to hear that it will be an option and that our
requests have been heard.
After further discussion with Springsted, the $10 million dollar bond for our early down payment
buy-in with MMPA will be moving forward. Information and terms of the proposal will be
starting mid-April with the first commission required action at the May meeting with the Bond
Resolutions authorizing the bond sale, and the City Resolutions the following week. At the June
meeting would be the sale and consideration of the award of the bonds, and we would receive the
funds mid-July.
April 15th is around the corner, and with it the end of the cold weather rule. Our first round of
shut-offs with be the following Tuesday,April 19th, and if necessary, Thursday, April 21st as
well.
Kathy Greenberg, our Accounts Payable and Payroll Specialist, attended the Northstar Chapter
American Payroll Association's Fair Labor Standard Acts Seminar March 16th in Golden Valley,
MN. Her education report is attached.
INATURE
Reliable Public
Power Provider P OWERED T O S ERV E
229
