That the high cost of constructing required public <br /> 4,1 improvements and facilities, and providing other forms of <br /> assistance for new development, cannot be met, and additional <br /> business and industrial development is therefore not possible, <br /> without public intervention. <br /> 8 . That it is necessary to expand Development District <br /> No. 1 and to adopt the proposed amendments to the Development <br /> Program for Development District No. 1 in order to continue <br /> providing assistance for new development. <br /> 9 . That the proposed amendments to the Development <br /> Program prepared by City staff and consultants adequately and <br /> accurately set forth the required amendments to the Development <br /> Program. <br /> 10 . That the Planning Commission for the City of Elk <br /> River has been consulted with respect to the amended <br /> Development Program and expansion of the Development District. <br /> 11. That the amended Development Program is consistent <br /> with the City's Comprehensive Land Use Plan. <br /> 12 . That notice of a public hearing on the amended <br /> Development Program has been published in the official <br /> newspaper of the City as required by Minnesota Statutes . <br /> • 13 . That a public hearing on the proposed amended <br /> Development Program was held before the Economic Development <br /> Authority on February 12, 1990, and that an opportunity to be <br /> heard was granted at that time to all residents of the City and <br /> all other interested person. <br /> 14 . That it is therefore necessary, desirable and in the <br /> public interest to amend the Development Program for <br /> Development District No. 1 and to expand Development District <br /> No. 1 as set forth in the amended Development Program. <br /> RESOLVED <br /> A. That the Economic Development Authority for the City <br /> of Elk River hereby adopts each and every one of the findings <br /> set forth above. <br /> B. That the Economic Development Authority for the City <br /> of Elk River hereby adopts the proposed amendments to the <br /> Development Program for Development District No. 1 and readopts <br /> in its entirety the Development Program for Development <br /> District No. 1 and readopts in its entirety the Development <br /> Program for Development District No. 1, as amended, as of this <br /> date. <br /> C. That the Economic Development Authority for the City <br /> • of Elk River hereby expands the area of Development District <br /> 2 . <br />
