Project scope for Ridgewood East project area; <br />2. Direction on property acquisition for CSAH 1 /TH 10 area mobility improvements; <br />3. Approve staff soliciting for professional services to complete final design and project <br />administration. <br />Background/Discussion <br />On January 4, 2016, Council directed staff to survey Ridgewood East area residents to determine their <br />interest in city installation of sewer and water service as part of our resurfacing work. Letters were sent <br />to all 94 affected property owners and of the 52 respondents, 17% supported the installation of sewer <br />and water as part of the project. The City Council must decide if this represents enough support to <br />further study the installation or move forward with the project without utility installation. If it is decided <br />to not install utilities, staff recommends the streets be replaced to match existing conditions. <br />Possible mobility improvements to the intersection of CSAH 1 at TH 10 have long been discussed. In <br />order to facilitate a right turn lane for southbound CSAH 1 traffic at TH 10, 6"' Street would need to be <br />disconnected from the west side of CSAH 1 and terminate with a cul-de-sac. We have had preliminary <br />discussions with one of the affected property owners who controls many of the properties on this block. <br />They are in the very preliminary stages of looking at how they might redevelop their properties in the <br />future. Without the city procuring needed right-of-way (3 separate parcels, including two houses) the <br />county does not desire to move ahead with procuring right-of-way along their corridor to facilitate the <br />expanded roadway and turn lanes. Staff is asking council for their desire to move forward with acquiring <br />the needed right of way to complete modifications to the local system. <br />With direction provided on Items 1 and 2 listed above, staff can fully scope the services needed to deliver <br />this project.
