All photos included <br /> in this report were taken on May 12, 1994. <br /> 01 All additional information about the subject property was <br /> gathered from the county and city records and a physical <br /> inspection of the property. <br /> 11 To determine the zoning of the subject we contacted the City <br /> Elk River City Clerk and Sherburne County who informed us that <br /> the site is zoned PUD. The subject site is 34 acres and is <br /> 01 part of a larger parcel. We considered the entire site to be <br /> light industrial use as outlined by the comprehensive plan for <br /> the City of Elk River. <br /> 10 Our research also examined the soils data for the subject <br /> parcel from the Sherburne County Soils Survey. <br /> 10 Regional, city, county, and neighborhood data were based on <br /> information available in our office files, the City of Elk <br /> River, Sherburne County, and published information from the <br /> 11 <br /> State of Minnesota. Additional data was provided by our <br /> periodic publications from the Appraisal Institute and National <br /> Association of Independent Fee Appraisers. <br /> ii411Our highest and best use analysis considered the site as vacant <br /> and under the parameters as stated above. No feasibility study <br /> has been done regarding the subject property. <br /> This appraisal assignment was performed utilizing generally <br /> accepted appraisal practices. An investigation was made for <br /> recent sales of similarly located comparable industrial land. <br /> We examined the central Minnesota market, including the <br /> Sherburne County Assessor's records. <br /> 11 Other sources utilized in gathering data in this report include <br /> non-confidential information contained in our files, and <br /> discussions with other real estate experts including <br /> appraisers, buyers and sellers, brokers, and developers. <br /> The scope of this appraisal did not include commissioning any <br /> environmental studies to check for hazardous waste or <br /> conditions on the site which could be considered to be <br /> contaminated by hazardous waste. <br /> 11 Our office maintains files on real estate in the St. Cloud area <br /> and other cities in Minnesota. We have resources available to <br /> us for gathering information in most markets in Minnesota. <br /> 11 Data pertinent to this appraisal problem was gathered and <br /> analyzed in the course of this assignment. Based upon all of <br /> • the data assembled for this appraisal assignment and our <br /> analysis of that data, we arrived at our final conclusion of <br /> value. <br /> 3 <br />
