In 2014, our office was told by <br />this owner that they were no longer a hotel but an apartment complex so we closed their file. Now, the owners are <br />stating that they were never an apartment while the City of Elk River is still asserting that they are an apartment <br />complex. <br />Before our office gets involved, I'd like a better idea as what to call this property.
