à,Yi°i1/
tf `
  MEMORANDUM
River
TO: Economic Development Authority
FROM: Pat Klaers, City Administra
DATE: April 10, 1995
SUBJECT: Public Works Site
Attached for your review is an April 3, 1995, memo that I provided the City
Council. This memo offers some background information on the status of the
School public works building project.
There is a School public works building location identified in the Oak Knoll
Park complex. This building pad was identified when the complex was laid
out in 1991 and is still available for the School.
When the City Council received an update on the status of the School
building project in early 1995, the Council requested that I work with the
• School District to see if there was a better site available for this project. The
site identified was Lot 8, Block 1, in the Industrial Park. This property is
owned by the EDA. The City purchased this site a few years ago and
transferred ownership to the EDA.
The financial scenario for the EDA to recapture some funds for this lot are
laid out in my 4/3/95 memo. If the School pursued this Industrial Park lot, I
believe that they would save money on utility and site preparation expenses
even if they had to pay us the maximum of$45,000 for this property.
If the School District does not find this Industrial Park lot offer acceptable,
they can always construct as originally planned in the Oak Knoll complex, or
look for other sites. It should be made clear that the City is not "forcing" the
School into the Industrial Park. It was our original intent to have an
industry locate on this lot rather than have the property be in the tax exempt
status.
I will be in attendance at this EDA meeting to further explain the School
public works scenario as I understand it. The School Board will be reviewing
its options in the next few weeks.
411
13065 Orono Parkway • P.O. Box 490 • Elk River, MN 55330 • (612) 441-7420 • Fax: (612) 441-7425
