MAY-10-96 FRI 10:04 FAX NO. 0 P. 05
At 't t
• UPA
United Power Association
P.O.Box 800 . Elk River,MN 55330-0800 . (612)441-3121
April 15, 1996
Minnesota Environmental Initiative
527 Marquette Avenue, Suite 2420
• Minneapolis, Minnesota 55402-9709
I am pleased to offer United Power Association's (UPA) support for the
Minnesota Environmental Initiative's "Energy Alley" project. I also recommend
the City of Elk River as a prime example of energy efficient and renewable
energy resources at work.
As you are probably aware, UPA is recognized internationally as a leader in
• demand side management programs. Our off-peak and electric thermal storage
programs have been patterned by other utilities across the U.S. and abroad. We
have helped pioneer the use of new energy efficient technologies, such as
geothermal heat pumps and fuel cells. Our facility alone would provide your
project with large scale examples of geothermal heating and cooling, energy
efficient lighting, and electricity from municipal solid waste. In addition to these
demonstrations, our power plant and energy control center would offer working
examples of the infrastructure required for the creation and delivery of our most
efficient and flexible energy form: electricity.
I am also confident that the City of Elk River would be a welcome host to the
distinction of MEI's Energy Alley Showcase designation. The community has
demonstrated time and time again an enlightened and progressive character.
Sincerely,
UNITED POWER ASSOCIATION
Antone J. R de
• Executive Vic- • -sident
and General Manager
AJR/vb
