The other situation that should be reviewed by the EDA, although it may be <br /> • mainly a City Council issue, is the LeFebvre and Sons, Inc., request <br /> regarding the relocation of their trucking business. This company is <br /> soliciting proposals from a number of communities in order to determine <br /> what financial incentives are available. Two key issues in Elk River are the <br /> upgrading of 171st Street and future sewer and water assessments. A third <br /> issue is the signalization of 171st and Highway 10. <br /> The 171st situation is being evaluated by the city engineer. In 1989, a <br /> feasibility report was completed which indicated that the cost to upgrade <br /> 171st to a 46 foot street from Highway 10 to the railroad tracks would cost in <br /> excess of$250,000. If a trucking operation or two were to locate on this <br /> street, it should then need to be constructed to 52 feet. Adding inflation since <br /> 1989 will bring the project in at well over $300,000 in 1996. We are working <br /> on having this route established as a municipal state aid route (MSA). In <br /> this manner, state funds can be used for the upgrading of this road in <br /> addition to possible assessments to benefited property owners. However, it <br /> would be difficult to give a"free" road to LeFebvre (and maybe Morrell) and <br /> then assess out some of the costs to other benefited property owners. <br /> If a condition for LeFebvre to locate at their site is that a signal is installed <br /> at Highway 10, then we may be in a losing situation. I don't believe that we <br /> 41) will see a Highway 10 signal at this location for a number of years and at <br /> least until the road is connected on the east side of the railroad tracks up <br /> north to 173rd and maybe even further north to County Road 12.
