Another project that needs to be discussed by the EDA is a (verbal) proposal <br /> from Le Febvre and Sons, Inc. This trucking operation owns land off of <br /> 171st, off from Highway 10, in the eastern part of the city. 171st is an <br /> unimproved street that is in need of a upgrade if truck traffic is to use this <br /> street. Additionally, sewer and water is anticipated in this area within the <br /> next 1-5 years. In order for this project to happen at this site, the applicant <br /> is asking for city financial assistance. This assistance is in the way of <br /> improving 171st and financing sewer and water when it becomes available. <br /> Above and beyond the previously noted comments, a signal at Highway 10 <br /> and 171st is imperative for the trucking operation. This signal is not <br /> scheduled by MNDOT for at least five years, and it may be difficult for the <br /> city to convince MNDOT to accelerate this schedule or exchange a signal <br /> from another area of the city to this location. The signal is based on demand <br /> and one or two trucking operations may not increase the demand <br /> significantly. Even though this operation creates new jobs in the office and <br /> other trucking jobs that are on the road, the EDA has to evaluate how much <br /> it is willing to spend to attract various businesses. The city definitely wants <br /> new businesses to enhance the tax base and employment base, but sometimes <br /> there are financial limits to what we can offer a new business. (General <br /> information on the cost of improvements for 171st should be available by <br /> 4/8/96.) <br /> • <br /> A special HRA meeting is set up for Wednesday, April 3, 1996, 7:00 p.m. at <br /> City Hall. The purpose of the meeting is to update the HRA on a number of <br /> current activities and to discuss some potential projects. One project that <br /> needs to be discussed with the HRA is a potential King and Main <br /> redevelopment project. EDA members are invited to this meeting (as <br /> citizens) to discuss this project and other current events. The agenda will be <br /> distributed once it is available and will include a Riverfront project update <br /> from HKgi. <br /> Attached is a brochure for the National Conference on Business Incubation. <br /> The city is not a member of this association, but we may want to evaluate <br /> joining this group. We also may want to evaluate sending an EDA member <br /> or two to this national conference to learn more about business incubation. <br />
