EDA Agenda Memo Page 3
January 8, 1996
appointment. That is, rather than a committee member serving
• for an indefinite period, perhaps it is appropriate to establish a
beginning and an end to committee members respective terms.
If the Finance Committee is expanded to include a sixth
member, it may be advisable to have the following appointment
terms:
Two Finance Committee members terms expire 12/31/96
Two Finance Committee members terms expire 12/31/97
Two Finance Committee members terms expire 12/31/98
As with all appointments, current committee members would be
eligible to seek reappointment to their respective position.
However, it also creates an opportunity to solicit new volunteers
from the community. In addition, there is strong sentiment
from the EDA to retain local lender representation on the
Finance Committee.
Mr. Foster will not attend the January EDA meeting. Rather, it
is appropriate for the Commissioners to resolve the issues of
expanding the Finance Committee membership and determining
whether or not it is appropriate to establish terms of
• appointment. Should these items be resolved, the EDA could
likely schedule an interview with Mr. Foster at its February
meeting.
F) By-laws/Enabling Resolution - The annual meeting also provides
an opportunity to review the EDA's by-laws and enabling
resolution for suggested changes, if any. However, subject to
proper notice, amendments to the by-laws may be made during
the year as well. The enabling resolution may be modified
throughout the year, too. However, this is a City Council
initiative and requires a public hearing.
8. 1996 Work Program
A draft of the 1996 EDA Work Program has been included in the
agenda packet. The Work Program will be discussed in greater detail
at the EDA's annual meeting.
• eda/meetingsagmm
