Hetrick <br /> 271 Elk Hills Drive <br /> Elk River,MN 55330 <br /> Phone: 441-2641 <br /> December 23, 1996 <br /> Dear Gentlemen: <br /> Having attended the November 18 council meeting,it is apparent that there is a dire need <br /> for some action. Here are some thoughts: <br /> 1. Build a four-lane overpass (east and west). This would eliminate two to three <br /> residences and one hamburger shop. This would cost money but what price can one <br /> put on lives? <br /> A highway improvement plan should be set up. Every load of cement,gravel, and <br /> garbage should be charged$1.00 per load for using county and city facilities. Delivery <br /> trucks should be charged$40 per year. <br /> • 2. There are five highways leading into Elk River. Put up a strobe lighted sign at each <br /> entrance which would read: "Speed Traps and Stop Signs Ahead" and then enforce it <br /> with fines of$300 for trucks for 1s`offense; double fine for 2nd offense;triple fine for <br /> 3rd offense; 20%more if no muffler; fine for cars at 50%. Highway improvement <br /> money will help finance enforcement. Speed should be reduced to 35 mph. Drivers <br /> are going too fast to stop at 45 to 60 mph. This is easy to see by simply spending 15- <br /> 25 minutes to observe traffic at stop signs at Main or Elk Hills Drive. <br /> These are tough measures but this is a tough situation. <br /> Sincerely, <br /> / j <br /> Earl G.
