• Annual Property Tax Survey <br /> The Citizens League and the Minnesota Taxpayers Association <br /> analyzes property taxes for non-agricultural homes in the Twin <br /> Cities metro area and non-metro Minnesota in communities with a <br /> population of at least 2,500. The survey is based upon 1996 property <br /> taxes on a hypothetical $105,000 home. Elk River is considered a <br /> non-metro city in this survey. <br /> In 1996, Elk River had the eleventh lowest property taxes of the 129 <br /> cities and townships surveyed. The following ranking shows the <br /> five non-metro cities (excludes townships) with the lowest property <br /> taxes: <br /> Delano 1,468 <br /> Elk River 1,483 <br /> Red Wing 1,501 <br /> Owatonna 1,506 <br /> ID Park Rapids 1,519 <br /> The five metro cities (excludes townships) with the lowest property <br /> taxes in 1996 are: <br /> Forest Lake 1,559 <br /> Afton 1,559 <br /> Mendota Heights 1,578 <br /> Ham Lake 1,591 <br /> Lakeville 1,593 <br /> Source: Minnesota Homestead Property Tax Review 1996 <br /> (Minnesota Taxpayers Association) <br /> • <br />
