In the <br /> � <br /> proposed action plan, staff has shown a definite "stepping down" of the <br /> CBD priority by proposing a more focused approach to CBD <br /> redevelopment in the following manner: <br /> • Focus on identifying specific redevelopment blocks/areas; <br /> • Develop a specific set of criteria for designating such <br /> redevelopment blocks or areas. <br /> • Search for developers to bring specific redevelopment <br /> projects to identified redevelopment areas. <br /> • Construct a database of downtown businesses. <br /> • Explore implementing a façade grant program in <br /> cooperation with local banks. <br /> • Consider hiring a designer after design guidelines have <br /> been developed for the CBD. <br /> The other major shift that has occurred due to the modification of the <br /> original Strategic Plan has been that staff will soon beginwork on <br /> developing a specific marketing plan for industrial development. The <br /> proposed action plan identifies several issues, which staff has already <br /> begun to explore regarding completing an overall industrial marketing <br /> plan. Staff intends to bring a number of alternatives before the EDA <br /> at its November meeting for consideration to hire a marketing expert <br /> to work with a committee to develop a marketing plan. <br /> 2. Summarize/Present Draft Action Plan <br /> The proposed 2000-2003 Economic Development Strategic Plan Action <br /> Plan is included in your packet. This Action Plan has been modified <br /> since the last,EDA meeting to soften some of the proposed action items <br /> based upon EDA discussion at its last meeting. <br /> 3. Discuss Additions/Deletions or Other Changes to the Draft <br /> Action Plan <br /> The purpose of the Action Plan is to allow staff to move forward to <br /> complete research on various issues and bring information and <br /> recommendations back to the EDA regarding such issues as <br /> appropriate. If there are specific action steps that a majority of the <br /> Modification Committee are in disagreement with, then these steps <br /> should be removed from the Action Plan. There may be additional <br /> action steps that the committee questions,however, it may be <br /> • appropriate to allow staff to complete its research and bring the issue <br /> back to the EDA/Council/HRA for further discussion and action on <br /> those issues. <br />
