Carlton, Zachary <br /> From: Femrite,Justin <br /> Sent: Wednesday, February 10, 2016 10:23 AM <br /> To: Carlton, Zachary <br /> Subject: January 18, 2016 Letter response <br /> Zach, here are my thoughts: <br /> The Yale Street Feasibility Report identified expansion of the existing basin,located northwest of the existing Yale <br /> Court cul-de-sac, as a direct result to creating new impervious surfaces with the construction of the frontage <br /> road. When this frontage road is constructed, the previously mentioned basin will be expanded to the south to <br /> provide storm water management for the new roadway infrastructure. This is part of the reason the City paid for <br /> and acquired this full property. While alternatives can be considered, they come with additional cost above the <br /> investment we have already made. The costs relating to the treatment alternatives, suggested in the letter, adds to <br /> the larger topic of funding for the projects needed public infrastructure (street, sidewalk, sanitary sewer,watermain, <br /> stormwater management). To this point no possible founding sources have been identified for the public <br /> infrastructure needed to build the applicants project. A comprehensive project funding package should be <br /> developed to clarify the viability of the applicants project,before deviations to an approved and adopted <br /> engineering study should be considered. <br /> Justin Femrite P.E.
