The proposed plan does not provide enough parking to serve the proposed uses within the <br /> building. <br /> 2. The proposed plan does not adequately address stormwater mitigation requirements, and <br /> negatively impacts drainage locations and requirements for the 2014 Yale Street feasibility study. <br /> The Planning Commission may also recommend approval with conditions, or table the item and request <br /> additional/updated information. <br /> Background/Discussion <br /> Jesse Hartung, owner of Modem Construction,is proposing a five story apartment building with 92 <br /> apartment and commercial space on the first floor. The project is mostly located on city owned property <br /> at the south end of Yale Court. Proposed site features also extend north of the building on to what is <br /> Yale Court. Modem Construction focuses on quality, environmentally friendly buildings with many of <br /> their projects receiving high rankings for energy efficiency and sustainability. <br /> The project incorporates green building techniques,green roof agriculture,running tracks, and other <br /> active uses to promote healthy living for the residents. Mr. Hartung also owns 11 acres along the river, <br /> below the Yale Court property, that has the opportunity for use as a park (public or private) and geo <br /> thermal. <br /> Analysis <br /> Land Use and Zoning <br /> The property is currently zoned Planned Unit Development (PUD) and is part of the Mississippi Ridge <br /> development. The proposed use is not permitted in the current PUD agreement, and will require <br /> establishing a new PUD to account for the change in use and deviations from city ordinances. Deviations <br /> from the ordinance include reduced setbacks,lot coverage,and parking. There are also a number of <br /> concerns relating to the Wild and Scenic River Front ordinance that may be addressed during the PUD <br /> process,but some items will also need approval from the DNR.
