• <br /> HEALTHY LAKES PROGRAM INITIATIVE <br /> FOUNDATION <br /> "We don't manage resources, we manage human behavior. The resources will take care <br /> of themselves just fine. " John Sumption, Cass County Water Planner <br /> PURPOSE: The Healthy Lakes Program builds the capacity of citizen leaders to <br /> develop and implement lake or river management plans. Over two sessions, participating <br /> lake and river advocacy groups will be trained to develop a locally shared vision and <br /> plan, set measurable goals and report on their progress and outcomes, all of which are <br /> conditions of entering the program. The program is designed to: <br /> • Improve leadership skills of key lake/river association members. <br /> • Provide a forum for shoreline property owners to plan for the future of their <br /> watershed. <br /> • Provide opportunities for shoreline property owners to network, work cooperatively <br /> and learn from each other and create a voice for healthy waters in central Minnesota <br /> • Establish visions, missions, goals, and management plans for their watershed, using a <br /> template developed by the Healthy Lakes program and modeled after the State <br /> Interagency Lakes Coordinating Committee guide. <br /> • • Establish indicators to measure the success of each association's efforts. <br /> • Provide training, technical assistance and support to associations as they go through <br /> the process of planning and project implementation. <br /> TRAINING: The team will participate in two training sessions. The sessions cover the <br /> following topics: communication skills, conflict management, working together to get <br /> things done, strategic planning, asset assessments, and resource identification for project <br /> implementation. Local and regional resource agencies are brought in to share brief <br /> overviews of their services and support they can provide as the groups develop and <br /> implement their plans. <br /> Association members participating in the training program would be expected to <br /> work with fellow shoreline property owners by inviting them to learn more about critical <br /> issues facing their watershed's future and steps they could take to make a positive impact. <br /> Members will also invite them to take part in the visioning and planning sessions. <br /> GRANT FUNDING: Grants up to $20,000 are awarded to an organization that serves a <br /> number of participating lake or river advocacy groups. This could be a County <br /> Organization of Lake Associations, Watershed Board, or other qualifying agency or <br /> organization.
